Capacity Building for Road Maintenance Methodology to Promote Sustainable Infrastructure in CLV Countries



The project aims at building capacity of the technical workers, relevant officials and construction workers through road maintenance training programs to promote resilient and sustainable infrastructure in CLV countries. This training program of road maintenance will be a new designed and unique program in Cambodia. A well-structure curriculum will be developed to equip the targeted trainees from the three countries (CLV) with specific and modern technical skill of road maintenance. The training will be delivered by using variety of means and methods including virtual and physical trainings, seminars, site visits, real practices on roads, assignments, and projects. More importantly, the training program will incorporate technologies and use various activities both online and offline to ensure that the targeted trainees from the three countries (CLV) will be able to gain the most benefits out of the training program. Especially, the use of Learning Management System (LMS) software will help trainees to access to the training resources at their own pace and from their own place.Mixed methods and intensive approaches will be used in order to effectively implement the project, including:-       Quantitative approach by using survey questionnaires to gather data for Training Needs Assessment (TNA) and desk review for curriculum and content development-       Qualitative approach by using focus group interview, semi-structured interview, observation on site for TNA and curriculum development-       Consultation seminars, meetings, workshops, trainings, practicum and site visits will be carried out throughout the project.There are five core activities will be followed:-     Public’s awareness of the importance of road infrastructure maintenance: a) raise the awareness through workshop arrangement, b) promote the awareness through media network -    TNA: a) identify training needs, background and nature of target trainees, b) perform a gap analysis, c) access training alternatives, d) report training results, e) recommended training plans-   Curriculum development: a) form a team and find curriculum consultants or technical advisors, b) state intended outcomes or learning objectives, develop training course syllabus and content, c) design training activities, d) develop learning management system (LMS) software-     Training Implementation: a) produce curriculum product and training materials, b) pilot and revise curriculum based on the feedbacks, c) recruit and train facilitators, d) implement training programs by using main activities such as physical and virtual training, pre-recorded lectures, workshop, webinar, seminar, discussion, site visit and inspection of road maintenance management system in CLV countries, practicum, assignment and projects. These activities will be conducted in three countries (CLV) based on the schedule provided for the trainings.-   Monitoring and Evaluation (M&E): a) design M&E mechanism and evaluation strategies for formative assessment and summative assessment, b) suggest procedures to produce reliable and valid information and report of the training. The training program will provide capable human resources and technical experts in field of road infrastructure maintenance who will be able to produce good condition, resilient and sustainable road infrastructure in Cambodia as well as in CLV countries. It will further impact on the social and economic growth and development as the road transportation issue has been improved. Traffic accident will be reduced.   • 1. The objective of the project aims at building capacity of the technical workers, relevant officials and construction workers through road maintenance training programs to promote resilient and sustainable infrastructure in Cambodia, Lao PDR and Vietnam (CLV) countries. This capacity building activity should be contributed to the sustainable social and economic development in Cambodia via having a good condition of road infrastructure network with adequate and timely maintenance. It will help contribute significantly to the transport of goods, travelling and diplomatic relation of neighboring countries especially Cambodia, Lao PDR and Vietnam and help strengthen good connectivity of the region. In this sense, it will tremendously contribute to the sustainable development of the Mekong region.

Achievements

  • 1.The project demonstrates a remarkable impact on skill enhancement, the willingness of participants to recommend the training to others, and the utilization of acquired knowledge and skills. This program's success is evident in the substantial improvement in participants' skills, particularly in monitoring and evaluating road maintenance projects. An impressive 92.3% of participants reported significant skill enhancement, as shown in Figure 13, highlighting the program's effectiveness in imparting crucial practical skills. This strong positive response underlines the workshop's success in equipping participants with applicable skills, particularly in quality standards, efficient resource use, and timely project completion. Participants' qualitative feedback reinforces these findings. Their reflections illustrate the direct impact of the training on their ability to apply improved techniques and methodologies in their work settings.
